Well, that presumes that all the work passes straight through some of the upper levels. Besides, organizational charts don't always determine work-flow, just responsibility-flow. (i.e. who is who's boss)

I think a better visual representation would be an upside-down pyriamid of people all with lines directly leading to Frank.
Look at the organization chart - it's top heavy...very top heavy. Frank's the only one at his level, so he's doing the work of - judging by the number of people at the higher levels - several dozen workers, all by himself.
